Is it permissible to call a baby boy Ya-Seen?

be to Allah.

Some of the scholars regarded it as makrooh (disliked) to call a child Ya-Seen,
and said that Ya-Seen is the name of one of the soorahs of the Qur’an. 

Ibn al-Qayyim (may Allah have mercy on him) said: One of the things that is
not allowed is calling people by the names of the Qur’an and its soorahs,
such as Ta-Ha, Ya-Seen and Ha-Meem. Maalik stated that it is makrooh to use
the name Ya-Seen. This was also mentioned by as-Suhayli. As for what the
common folk say, that Ya-Seen and Ta-Ha are names of the Prophet (blessings
and peace of Allah be upon him), that is not correct. That is not to be
found in any saheeh, hasan or mursal hadith, or in any report from any
Sahaabi. Rather these are groups of letters like alif-laam-meem,
ha-meem
, alif-laam-ra, and so on.

Some of the scholars are of the view that it is permissible to use the name
Ya-Seen. They said: There is no evidence to suggest that it is not allowed
to use this name. The basic principle with regard to names is that they are
permissible, except that for which there is evidence to prove that it is not
permissible to use a name. 

Shaykh Ibn Baaz (may Allah have mercy on him) was asked: Is it permissible
for the Muslim to use these names: Ta-Ha, Ya-Seen…? Are Ta-Ha and Ya-Seen
names of the Prophet Muhammad (blessings and peace of Allah be upon him) or
not? 

He
(may Allah have mercy on him) replied:

It
is permissible to use these names because there is no evidence to suggest
that they are not allowed, but it is better for the Muslim to choose the
best of names that reflect being a slave of Allah, such as: ‘Abdullah, ‘Abd
ar-Rahmaan, ‘Abd al-Malik, and so on; or well-known names such as Saalih,
Muhammad, and so on. Ta-Ha and Ya-Seen are not names of the Prophet blessings and peace of Allah be upon him), according to the more correct of the two
scholarly opinions; rather they are among the groups of letters that appear
at the beginning of some soorahs, such as saad, qaaf, noon,
and so on.

Undoubtedly it is better and preferable to be cautious and refrain from
using these names, so as to avoid an area of scholarly differences of
opinion, and so as to choose good names with well-known and good meanings. 

But if a person has this name, or he has given this name to his child, it
does not seem that there is anything wrong with leaving his name as it is,
in sha Allah. 

With regard to giving as the reason for the name Ya-Seen being makrooh the
fact that it is the name of one of the soorahs of the Qur’an, one may
respond by noting that the names of some soorahs of the Qur’an are indeed
used as names, such as Muhammad, Ibraaheem, Nooh, Yoosuf, Luqmaan, and
Maryam, and these are names which it is permissible to use.
